William E. (Bill) Cook
Chief Executive Officer
As a consultant and corporate healthcare executive, Bill has more than 30 years experience in matters of strategic and business planning, organizational and market development, and financial management. With a professional focus primarily on the healthcare sector, Bill has represented an array of large health systems, individual hospitals, physicians and healthcare entrepreneurs throughout the U.S. in solving complex problems across a wide range of strategic, financial and organizational issues.
During his tenure of seventeen years as Vice President, Baylor Scott & White Health (“Baylor”) (formerly, Baylor Health Care System), Dallas, Texas, Bill had responsibility for many of Baylor’s most important strategic physician partnerships and ambulatory development initiatives. Specifically, he was responsible for the planning, development and management of Baylor’s employed physician network-HealthTexas Provider Network- (600 physicians and 200 practice acquisitions) and its associated physician practice management organization.Additionally, Bill oversaw the financial management and development of the organization’s real estate interests and for-profit operations including numerous joint ventures, affiliations and resource-sharing relationships with a wide-range of health care partners.
Bill began his professional career with Pricewaterhouse Coopers where he participated in forming various syndication arrangements as well as providing financial planning and tax consulting services domestically and internationally to a variety of industry sectors including healthcare, real estate, oil and gas and non-profits.
Bill graduated from Texas A&M University with a Bachelor of Business Administration degree in Accounting, magna cum laude and received his Juris Doctor from the Baylor University School of Law.
Neal C. Moon
Mr. Moon is a Member of Ayik+Berto and serves as the Chief Operating Officer. Neal is also a Managing Member of Aspen Strategic Holdings. He has been an active advisor and investor in growth-oriented companies for more than 15 years. Coming from an entrepreneurial background, his earliest experiences are rooted in private technical and industrial businesses engaged in healthcare, as well as energy exploration, energy pipeline construction and management, and specialty software and analyses solutions. This professional business foundation provides him with a deep understanding and appreciation for all aspects of company operations: planning, management, production, logistics, accounting and finance, as well as raising outside capital from investors. These experiences were subsequently broadened through a variety of management and investment opportunities chiefly related to healthcare, financial services, energy, and specialty software firms.
Dennis V. Marshall
Mr. Marshall is a Managing Member of Ayik+Berto and serves as the Chief Financial Officer. Dennis is also a Managing Member of Aspen Strategic Holdings. He brings more than 15 years of finance and strategy experience, working on a range of financing transactions across a number of assets and industry sectors – including general debt and equity financings, real estate development financings, acquisitions, and large-scale public-private partnerships. He previously was associated with The KMA Group (“KMA”), where he served as Managing Director and Principal structuring large-scale public-private financing transactions. While at KMA, Dennis structured and led a $1 billion public-private financing transaction for the Toronto Transit Commission, as well as advised on a $127 million transaction for the Southeastern Pennsylvania Transportation Authority in Philadelphia. Prior to KMA, he served as General Manager and Chief Business Development Officer for the Chicago Transit Authority (“CTA”), the second largest public transportation system in the United States, and was responsible for strategy and business development in direct support of financing the CTA’s approximately $11 billion in capital assets. While at the CTA, Dennis structured and led a $454 million public-private financing transaction. Before the CTA, Dennis was Executive Vice President of Finance and Strategy for Williams Financial Group, an investment advisory and alternative investments firm headquartered in Dallas, Texas, managing over $7 billion in assets for high-net-worth individuals and family offices.
During his career, Dennis has served on several corporate boards, been involved with charitable organizations, and served as an intern for United States Senator and Democratic Whip, Richard J. Durbin of Illinois.
Dennis holds a Master’s degree in finance and public finance from The University of Chicago and a Bachelor’s degree in economics from DePaul University.
